This concern for offering an education capable of responding to the changing needs and demands of individuals and social groups is not new. Both the former and the latter have historically placed their hopes for progress and development in education. The conception of education as an instrument for improving the human condition and collective life has been a constant, although this aspiration has not always become a reality.

The historical interest in education was reinforced with the emergence of contemporary educational systems. These structures dedicated to the training of citizens were conceived as fundamental instruments for the construction of national States, at a decisive time for their configuration. Since then, all countries have paid increasing attention to their education and training systems, with the aim of adapting them to changing circumstances and to the expectations placed on them at each historical moment. As a result, their evolution has been quite remarkable, to the point where they now possess characteristics that are clearly different from those they had at the time of their constitution.
